i was on the norwegian majesty with an obstructed view. the room overall was very nice recommend it to you. the obstructed view we had wasn't bad at all. you could see out and somewhat down. the life boat was right below us so it didn't effect us at all.
References :
Get with the people on the forums of cruisecritic.com and figure out a specific stateroom to book. The trick with obstructed views is to get one where your window is in between the the gap between two lifeboats.
References :
It can really be anything and no real way to know without searching for a picture of your exact ship. My parents booked those on our last cruise (Holland) and my aunts room had a lifeboat completely in front of the window. You could see it around the lifeboat but pretty much the entire broadside of the lifeboat was their view. My parents room had a normal little pole so there was like a 2 ft space that was blocked. I noticed other people had an obstructed view and just the front tip of the lifeboat was in front of their window. It was fine looking straight out or looking right, you just couldn't look left.

So it can be all over the board with obstructed view. Especially if you got a guaranteed room (like vacations to go) and not a specific room, you won't know until you get on the ship. With Vacations to Go you aren't assigned until shortly before boarding. If you specifically were assigned room 7029, you can search for pictures of the ship or read reviews from Cruise Critic to see if anyone had that room before.

It also depends on how new the ship is. Older Norwegian ships had more of a porthole for their oceanview. It was so small nearly anything would obstruct the whole view. Newer ships may have an entire wall of window so that it looks just like a balcony room. In that case, it would take a lot to obstruct the whole view. Often times, what floor you are on determines the size. The lower couple floors are nearly at water level and have much smaller windows. The higher up the bigger the window.
References :
Depends on the ship. Some cabins may have partially or fully obstructed views. Ask your travel agent for cabin thats at the end or beginning of a life-boat. You will have more vision there. I think those rooms are a good deal.

Hope I helped!
References :
frequent cruiser

Personally, I don't see the need for just an Ocean-view cabin, obstructed or not. The cabin is there to just sleep, shower, and change clothes. That's why at least 80% of the time I get just an inside cabin. The only exceptions would be an Alaskan cruise where with so many people trying to see the scenery in the public areas its hard to see anything so I get a balcony so we can relax and watch the scenery and not be cramped on the upper decks. The other exceptions is where you are at sea alot or really long cruises like the one in the Mediterranean.
References :
I was on a Royal Caribbean ship with an obstructed view. It wasn't bad, the lifeboats were the reason for the view as we were on the 8th floor. I was kind of like having a half window instead of a whole. I do like being able to look out the window when we arrive in port each morning and had no problem with it.

(I know you asked about NCL but there shouldn't be much of a difference)
References :
I always book an interior room... cheaper still and when you want to look out at the ocean go up on deck and have a meal or drink and enjoy it properly! If I can't afford the full-on balcony stateroom, I don't accept anything in between.

I would not pay anything more for an obstructed view. Hard to not have a good time on a cruise, so buy the best you can afford, but in truth you generally have your fun someplace on board besides the stateroom.

Well... most of your fun anyway.
References :
I love to sail.
